This does sound like bronchitis or asthma. Both bronchitis and asthma are made worse by damp, cool basement type weather and are aggravated by inhaling smoke. You should avoid second hand smoke. if you find that you can't entirely avoid exposure to smoke, you should carry a medical mask with you to minimize your exposure as much as possible. As for damp conditions, it helps to use a heater to keep indoor temperatures as close to 70 to 72 Fahrenheit (20 to 22 Celsius) as possible during the winters. Finally, some herbs such as ivy leaf have been found effective in helping bronchitis.
