How to develop a more outgoing, sponteneous, bubbly nature/personality?

I have had severe anxiety which left me with a very withdrawn, quiet meek personality. I am tired of it! I want to be more bubbly, enthusiastic, cheery, able to make friends! How can I become like this? Is it possible or am I eternally doomed to my quiet self that I do not like???
