Does he not want to be friends with me?

Maybe hes tense around you because you two don't know each other well enough. Or perhaps he senses that you're feeling tension between you two that makes him feel tense when he originally wasn't. I'd say steer clear or him and see if he comes to you or not. Then you'll have your answer.
