My dog is panting really hard and loud?

I have a healthy female Labrador retriever whose a year old. She just got done running outside alot and she's panting really loud and hard. It was pretty hot outside. I put some damp rags on her and turn the AC on and the fan is on high. She won't drink, but she licked ice cubes a few times. This has happened once before a couple weeks ago. Is she okay? What else can I do to help her?
