What does it mean when a guy says Greetings, How are you?

I actually went out with this guy, and it did not work out. This past year he has been acting like he wants no contact with me as he would not say anything to me or acknowledge my presence, but the yesterday, I ran into him, and this time he said, "Hello, Greetings, How are you? I said, I'm good" I smiled and he gave a cheery chuckle (it was the same tone that he used when we were intimate once). He's part British, so he uses a lot of proper dialect when he approaches people, and talks to people. What do you supposed he meant by the small talk and the brief chuckle that he gave me.
