Why do you think he is acting like so?

I think it's obvious he's attracted to you, and especially being short-tempered, he got upset when he couldn't pursue anything deeper than friendship. I would just avoid him as well instead of dragging it out. If he really starts to bother you I'd tell your boss, he sounds border-line stalker, and he shouldn't be hindering your ability to work in a safe, comfortable environment.
